An independent panel has determined that Manchester City have violated nearly every one of the 115 financial regulations brought against them by the Premier League. The final decision on sanctions has yet to be made.

The independent panel tasked with evaluating the Premier League’s case reportedly found Manchester City responsible for all but one of the 115 alleged rule breaches. While the outcome has been established, disciplinary consequences are still being discussed. At this time, both Manchester City and the Premier League have refrained from issuing further statements.

Manchester City, responding to requests for clarification, maintained that the disciplinary proceedings remain underway and are bound by “strict confidentiality,” reiterating their faith in the process over the past eight years. The club’s statement stressed their expectation that the league would uphold independence, impartiality and fairness throughout the review.

According to BBC Sport, Manchester City are prepared to appeal if the commission determines penalties. Several Premier League teams have also sought legal counsel about the possibility of seeking compensation based on the panel’s findings. The Premier League, in light of the confidentiality of the process, has declined to make any public remarks.

Details of the Financial Allegations

In February 2023, the Premier League formally accused Manchester City of more than 100 violations of financial regulations following a four-year probe. The period under examination stretches from 2009 to 2018 and centers on allegations that the club did not provide “accurate financial information that gives a true and fair view of the club’s financial position.” The proceedings were held privately, starting in September 2024 and concluding after roughly 12 weeks, in December.

Between 2009 and 2018, while under investigation, Manchester City won three Premier League titles, three League Cups, an FA Cup, a Community Shield, and added up to eight major trophies in total. These years saw the club managed by Roberto Mancini, Manuel Pellegrini, and, for Pep Guardiola, his initial two seasons. Guardiola, after a decade at the club, left at the completion of the 2025-26 campaign.

Throughout the process, the club has consistently denied any wrongdoing and claims to be backed by a “comprehensive body of irrefutable evidence.”

Breakdown of the Charges

The allegations against Manchester City are divided as follows:

  • 54 instances in which the club allegedly failed to provide accurate financial information from 2009-10 to 2017-18
  • 14 counts involving inaccurate reporting of payments to players and managers over the same timeframe
  • 5 breaches tied to UEFA’s Financial Fair Play regulations between 2013-14 and 2017-18
  • 7 accusations related to breaching the league’s Profitability and Sustainability Rules from 2015-16 through 2017-18
  • 35 counts for allegedly not cooperating with Premier League investigators between December 2018 and February 2023

Reports from sources such as the Times and football finance specialist Kieran Maguire indicate that the true number of breaches could potentially reach 130, though this figure has not been officially confirmed.

Legal Context and Recent Disputes

This investigation has unfolded amid heightened scrutiny of financial conduct in English football. Manchester City and the Premier League were also involved in separate legal actions in 2024 and 2025 concerning the Associated Party Transaction (APT) rules. February 2025 saw a tribunal invalidate portions of sponsorship regulations for the 2021-2024 span, but by September 2025, the case was settled, with the club recognizing the legitimacy of the APT rules and both parties ending further proceedings.

These APT regulations are intended to ensure that clubs do not artificially boost reported income through sponsorships with companies linked to their owners, beyond amounts considered “fair market value.”

Should Manchester City pursue an appeal, the case could become even more protracted given its breadth and detail.
